The Ontario Securities Commission is an independent Crown agency that regulates Ontario’s capital markets by making rules that have the force of law and by adopting policies that influence the behaviour of capital markets participants. The OSC exercises its regulatory oversight function through the administration and enforcement of Ontario’s Securities Act and Commodity Futures Act and administration of certain provisions of Ontario’s Business Corporations Act.

The Executive Vice President, Enforcement reports to the CEO and is responsible for developing and executing the strategic direction of the Branch in alignment with overall OSC objectives. The Executive Vice President, Enforcement is responsible for leading a large multi-disciplinary team comprised of legal, accounting, litigation counsel, forensic accounting, investigatory, data analytics, data science and e-discovery professionals. Enforcement is a critical means by which the Commission advances achievement of its mandate to provide protection to investors, foster fair, efficient and competitive capital markets and confidence in capital markets, foster capital formation and contribute to the stability of Ontario’s financial system, and the reduction of systemic risk.

The ideal candidate will possess at least 15 years of experience, and have a sound understanding of the investigation process, administrative law, law of evidence, litigation process, criminal procedure, and constitutional law. In addition, your in-depth knowledge of securities regulation and the operation of the capital markets coupled with your ability to demonstrate deep regulatory knowledge and navigate complex regulatory requirements would position you well to succeed in this vital role at the OSC. The Executive Vice President, Enforcement, must have proven strategic agility to lead programs aimed at detecting and addressing misconduct using a range of tools and methods in an evolving regulatory and capital markets landscape, and to be able to forge relationships with law enforcement partners inside and outside of Canada. Prior experience leading large teams, performing complex work, is a major asset.
